** Extraordinary/Exceptional Party Convention**
An Exceptional Convention is being called by myself and the Party Secretary to fill the role of Party President following my resignation of same.
The Election period will begin at 00.01 (Talossa Time) on Thursday 15th April 2021
NOMINATIONS ARE OPEN FROM NOW UNTIL THE ELECTION BEGINS. Nominations should be made in THIS thread.
The election period shall close at 00.00 (Talossa Time) on Thursday 29th April 2021
From the party constitution:
"An Exceptional Convention may be called ... by a simple majority vote of the party's officers."
and
"All members of the party shall be eligible to both vote in elections to and stand for the above offices. Fourteen days’ notice should be given prior to these elections being held on the forum used for conducting party business, and nominations should open when this notice is given."

I have formed an exploratory committee (consisting solely of myself) to explore a run for Party Leader.
You all know how I sometimes forget to do stuff (except vote on the Clark with only the exception of December 2017 since become Senator again). My admin skills in Talossa are not equivalent to the enthusiasm I would put into the job.
Stop the insanity. Stop the madness. Stop GV.
If Real Life is not messing you around too much, put your hat in the ring and run. Miestrâ has done enough for our party and our movement.
GV, who really doesn't want to be Party Leader, as much as his vanity would love for him to be.

While we're at it, I would like to propose two Amendments to the Constitution.
AMENDMENT ONE: KEEPING MEMBERSHIP UPDATED
Section IV of our Constitution to be expanded with the words in red:
"IV. Membership shall be open to all Talossan citizens. The Secretary of the Party shall be entitled, no more than once a year, to conduct a Census of all party members to make sure they still see themselves as Party members and that their contact details are up to date. Any member who does not respond to this Census within 30 days shall be deemed to have resigned from the Party."
AMENDMENT TWO: RESTORING PROVINCIAL BRANCH CHAIRS
1. Section VI of our Constitution to be expanded with the words in red:
"VI. The party shall elect from its membership the following officers: a. A President, who will serve as the party leader of the Free Democrats and shall be responsible for the distribution of seats in the Cosa. b. A Secretary, who will be responsible for conducting elections in the party in addition to preparing important party documents for publishing, and providing the parliamentary party with any assistance it might need. The Secretary shall serve as the President in the event of a vacancy.
c. In addition, any province of Talossa which includes 3 or more party members shall be entitled to elect a Provincial Branch Chair. Such an election may take place at the Party Convention or at any other time."
2. Section VII (a) of our Constitution to be expanded with the words in red:
"VII.a. The Provincial Branch Chair shall be responsible for the distribution of seats in provincial legislatures, taking into account advice from Free Democrats in the province under consideration. If there is no Provincial Branch Chair, or they do not complete this duty in time, the Party President shall perform this duty."
3. Section X of our Constitution to be expanded with the words in red:
"X. a. The candidate list for Cosâ elections shall be drawn up by a committee of the Party Officers, and, if any member so requests, ratified by a secret-ballot vote of all members, carried out by the Party Secretary. b. Candidates for Senäts elections shall be chosen by a vote of all members residing in the Province affected, and the successful candidate announced by the Provincial Branch Chair. With the consent of the Party President and Secretary, the PBC may choose to allow non-party members residing in the Province affected to participate in such a vote. In the case of a contested nomination, the vote shall be carried out by secret ballot. c. In cases of emergency such as by-elections, resignations or impending deadlines so that no time is left to conduct a vote as above, the Party President and Secretary may amend the Cosâ list, and a Provincial Branch Chair may nominate a Senäts candidate.
d. If there is no PBC, the Party President shall perform the functions in (b) and (c) above."

Good Evening Friends, Tonight, after much soul searching and contemplation, I am excited to announce my decision to run for FreeDems Party Leader. For nearly all of my close to five years in Talossa, I have done my upmost to serve our Kingdom well. I have spent almost every day of my citizenship as a Member of the Cosa and even more as the head of the Royal Talossan Marine Corps. I feel that, throughout my time with our great nation, I have served in a manner that proved... at my heart... I wanted nothing more than to be of service to others.
During that time, I have looked to people like Miestrâ in both reverence and awe at not only what she has accomplished but the utter nonsense she tolerated in doing so. I doubt our nation has or will have few that give as much to Talossa as Miestrâ has. A true servant of the people. That said, people deserve the right to rest and entrust the next generation of Party Leadership to step up. To be of service to the Party that has truly changed the direction of this nation forever. I believe in Miestrâ's vision, in the FreeDem vision but I also believe that working within it, with new ideas and leaders, we can grow the impact of FreeDem ideology throughout Talossa even more.
I feel I'm ready to move that vision ahead. I'm someone I believe you all know and I hope trust to do the right thing, even when it's hard to do so.
So, knowing me... and knowing that I put service to our nation before anything else, I ask you to "Go with the General and save some time!" and elect me as the next Party Leader.

Please find below my draft Party programme for this election, written with Miestra's input.
CULTURE: We will make greater use of the Talossan Honours System. We develop Talossan versions of Letters Patent, State Awards, and other physical forms of the trappings of monarchy and chivalry. We will work with SIGN to create new Talossan language learning materials and to create both translated and original literature.
DEFENCE: We will make greater use of the current programme of the Royal Zuavs rewarding the use and learning of the Talossan language. We will enact a formal military awards structure.
STUFF: The Free Democrats will continue updating Talossa's online presence. The next step will be fully integrating the Chancery Database with the National Webspace, making it easier and more transparent to administer.
FINANCE: Re-run the successful "Patriot Points" programme to encourage voluntary taxation and citizen purchases of Talossan coins and stamps.
INTERIOR: Complete the New Citizens’ Information Packet being developed by STUFF, and other online resources such as the New Talossan History Project, to make sure prospective and new citizens have all the information they need to fully participate in Talossan life.
JUSTICE: The Attorney-General will work with the Uppermost Cort to revive the Talossan Bar.
FOREIGN: Active engagement with the micronational community.
LAW REFORM: Improve the process of lawmaking to create greater scrutiny and wider input. Possible reforms include having each bill go through multiple readings in the Ziu, and for the Cosă and the Senäts to consider bills separately.
Set up a Standing Committe of the Ziu to consider further Organic Law reforms, including the question of a unicameral Ziu.

I should specify that I think the above programme will be a good one no matter who the incoming leader is. I wonder if GV, or any other candidate for the Presidency, have any additions, amendments or disapprovals?

I would add above all the very difficult upcoming referendum campaign (assuming Ziu passage) for 55RZ21. The Party Leader must have this as their first priority. As for me, since at least one person has stepped up to the plate, I formally withdraw my candidacy for Party Leader, if it ever really existed. I do not endorse anyone as of yet and hope more people will raise their hands and make this a real race. I do not believe I am the person to lead this party at this time. GV

COMPLETE DRAFT PLATFORM FOR THE 56th COSA ELECTIONS
50-word statement
The Free Democrats want to lead Talossa's government for a fourth successful term. We need to not just recruit new citizens, but find ways to get existing citizens involved again. We want a Historic Compromise between monarchy and republicanism, and to grow the Talossan-speaking population. Txoteu Davinescu for Seneschál!
INTRODUCTION
The Free Democrats unreservedly support the Talossa Shall Choose Its King Bill (55RZ21), as a historic compromise which will enact our party's central principle of uniting the monarchist and republican strands in Talossan politics. We also commit to carrying out the recommendations of the Second National Activity Survey.
We will reach out to active citizens from all political persuasions and none to carry out our programme, or to support private citizens' initiatives.
INTERIOR
The biggest crisis facing Talossa is a crisis of activity - not only apathy towards non-political Talossanity from existing citizens, but a lack of active ways for new migrants to "get involved."
We will complete the New Citizens’ Information Packet being developed by STUFF, and use other online resources such as the New Talossan History Project, to make sure prospective and new citizens have all the information they need to fully participate in Talossan life. This may involve establishing one or more texts as "required reading" for new citizens.
We will investigate ways of encouraging real-life meetups between Talossans, perhaps based in the Greater Talossan Area itself or based on provinces.
We will investigate creating a new role of Minister or Deputy Minister of Recruitment to find and recruit new prospective citizens.
We will make sure La C'hronica, the Government news source for all Talossans, comes out every month.

FINANCE

We will work with the Royal Bank and Post towards a special stamp commemorating deceased Old Growth Talossan and former UC Justice "Art Verbotten".
We will continue to investigate:
- naming a Registered Agent for Talossa in the State of Wisconsin, to enable Talossa to own online and other property as an Unincorporated Association under Wisconsin law.
- a governmental services procurement system, featuring guidelines by which non-Talossans may be found to perform certain Government jobs for which no Talossans are available, for whose performance the relevant Minister will be accountable.
JUSTICE
