Estimadas és estimats Democrätsen Livereschtì, I propose that our current programme be replaced in total by the following. === A. CULTURE A1. The Free Democrats support Talossan culture built by its citizens, not the Government. The Ministry of Culture should work with non-governmental organisations and provincial governments to build Talossa's "civil society" - ways to be Talossan outside of the Government, including language, research, sports and leisure. We will prevent government appropriation of private projects through nationalisation, but where possible provide government support for such projects which need it.
A2. 'N naziun sanc glheþ, c'è 'n naziun sanc coraziun. We believe the state should make, and promote, the widest possible use of the Talossan language.
A3. We support common sense legislation to ensure the rights of individuals to enjoy whatever cultural aspect of Talossa they wish are not hindered by laws limiting the free exercise of expression. B. GOVERNMENT B1. Free Democrats support the abolition of the current monarchy in favour of either a ceremonial, non-hereditary Monarchy with cultural duties but only emergency political powers, like that of most of the world's constitutional monarchies; or a new Talossan Republic, depending on what the people of Talossa themselves prefer.
B2. A Ziu Commission of all parties to investigate reforms to the Ziu, including but not limited to the possibility of: a) Cosa and Senäts voting separately over laws; b) A "Real Cosa" with one member, one seat c) A unicameral MMP Real Ziu, with one MZ from each province and 7-12 extra seats from party lists.
B3. Reform of registration fees for political participation, with the introduction of $5 for Senate candidates.
B4. Slim down government: cut down on the number of departments, bureaus, and even Ministries. Shift as many functions as possible to the non-political Civil Service and Chancery. Repeal obsolete laws; reform ambiguous or unintelligble existing law.
B5. The Seneschál to be appointed by the King on the advice of a majority of Cosa seats.
B6. Judicial reform: a) Removal of Wisconsin law from El Lexhátx, and replacement of relevant sections with indigenous Talossan equivalents drafted with the input of top members of the Bar. b) Investigate moving to an inquisitorial instead of an adversarial court system; and/or to a civil law rather than common law system.

I would have a referendum on the Monarchy consisting of three options: 1. Republic, 2. non-hereditary and ceremonial monarchy, or 3. status quo. Ranked-choice voting, of course. This would be a royal pain for the SoS, but the option for the status quo must be on the ballot.
Cosâ and Senäts voting over laws would mean changes to how the Clark is done, which would be a bit of a departure from how the Clark has been done since its inception. Of course, we don't want to get baroque and sclerotic on preserving the old Clark, but we may need to tread carefully.
I would phrase B4 as in continually finding ways to cull redundant and unneeded bureaucracy from our government.

A referendum is something we can promise at the election, it doesn't need to go in the programme.
The Ziu commission will only examine whether things like separate Cosa and Senäts votes will be a good idea; but I should point out that when the Clark was invented there was no functioning Senäts. Traditions change.

On the substantive parts of the proposed program by Miestrâ Schivâ, I heartily vote për.
However, I'd like to offer some amendments.
First, I oppose B5 for practical reasons. That the King appoint the Seneschal after a confirmation by the Cosa works only if we also make substantial changes to the Organic Law. With the current Clark system, this would be a huge pain in the butt. I offer that B5 be stricken from the program entirely.
Second, and relatedly, I would like to offer up a new plank: C. Reform of the Organic Law. This issue should be resurrected, even though it is so soon after the Still Into This effort. The Organic Law, no matter how proud we may be of its age, is in poor shape and sincerely, genuinely, really needs a total overhaul from scratch. Thus, I request a vote on the below:

I respectfully oppose the suggestions by Senator del Vál above:
1) the Organic Law reforms for establishing Cosa nomination of the Seneschál are already in the Hopper and I intend to present them on the next Clark.
2) we already had the debate on "rewriting the OrgLaw" from scratch. V had an extremely good draft, but it was rejected precisely because a majority like the idea of a 20+ year old constitution and opposed refounding the OrgLaw on general principle.

So here is my estimate of the state of debate:
Senator Açafat dal Vál's amendment to my new draft programme is LOST 2-0. My new draft programme is ADOPTED 5-1, with Dien in opposition.
